chore(docker): 本地开发栈迁至 monorepo 根目录并适配跨仓库构建上下文

docker-compose-local-dev/ 从 AML_Backend 子仓库移到父仓库根目录，与
  docs/AML_Backend/ 下的旧副本合并为唯一一份，避免两处各自漂移。

  因为这套栈现在位于 AML_Backend 仓库之外，构建上下文必须跨仓库指向：
  - context 改为 ../AML_Backend；dockerfile 用 ../docker-compose-local-dev/
    Dockerfile.local，从上下文外引用（BuildKit 支持）
  - appsettings.local.json 已不在构建上下文内，原来的
    COPY docker-compose-local-dev/appsettings.local.json 会失效，改用命名附加
    上下文传入：compose 侧 additional_contexts: {localcfg: .}，Dockerfile 侧
    COPY --from=localcfg（host 与 migrator 两个 stage 各一处）

  同时补入旧副本没有的 seed-root-ou.sql。AML-local-dev.bak 由 *.bak 规则忽略。
  镜像已重建并实测：恢复 .bak + 跑种子后，门户端点 GetEditionList /
  GetPlanList 均返回 200。
